The macOS build is signed and notarized by Apple, so it opens with a normal double-click. The Windows build is not yet code-signed (Authenticode certs cost $200+/year), which is why SmartScreen still appears there. Its absence does not mean the app is unsafe. Pawpilot is open about what it does: it reads agent hooks and draws a pixel pet. That's it.
